Todd's expertise in URBAN PLANNING stems from a natural progression from landscape architecture and urban design. Most recently, he was co-project manager of the PAALF People's Plan: East Portland Pilot, a project of the Portland African American Leadership Forum to advance the resiliency of Portland's black community by increasing civic engagement, identifying opportunities for placemaking, and minimizing displacement of African Americans and immigrants/refugees in East Portland resulting from major public infrastructure investments.
While with the Portland Bureau of Transportation, Todd was integral in the development of the Portland Bicycle Plan for 2030, a twenty-year vision for bicycling. He also helped facilitate Cities for Cycling (formerly the Progressive Bicycle Cities Coalition) - a gathering in Portland of the nation's bicycling experts who aimed at advancing implementation of innovation urban cycling facilities in U.S. cities (which led to development of the NACTO Urban Bikeway Design Guide).
Todd also was a core member of the Residential Infill Project team with the Bureau of Planning and Sustainability, a project to update Portland's single-dwelling zoning rules to meet the changing needs of the city's current and future residents. He was instrumental in developing a new floor area ratio (FAR) tool, advocating for new minimum requirements for accessibility, and successfully engaging neighborhood coalitions, advocates, business owners, and residents on the proposal.
