Todd is a registered landscape architect (State of Oregon #436) and a LEED accredited green building professional. He holds a Bachelor's of Landscape Architecture from Iowa State University and a Master's of Urban & Regional Planning and Graduate Certificate in Urban Design from Portland State University.
Through over twenty years of professional experience in Des Moines, Chicago, and Portland, Todd has gained a unique understanding of cities through working on a variety of project types and scales. His portfolio includes development of numerous parks, green spaces, schools, and urban housing developments. He has also performed stakeholder engagement, charrette facilitation, research, and collaborative design towards advancement of transit oriented development plans and station area projects throughout the United States and internationally. As a planner with the City of Portland, Todd was instrumental in signature projects like the Portland Bicycle Plan for 2030, the NW Pettygrove Green Street (Portland's Pearl District), the Residential Infill Project, and the SW Corridor Equitable Housing Strategy.
With Portland State University, Todd collaborated with renowned transportation expert Dr. Robert Bertini to develop a policy roadmap for connected and autonomous vehicles for the State of Oregon and explore opportunities to extending the benefits of this emerging technology to bicyclists, pedestrians, and other roadway users. In volunteer capacities, he participates on the local AIA/ASLA/APA Urban Design Panel, served on the Stakeholder Advisory Committee for Metro's Regional Active Transportation Plan, and is a former board member and legislative committee chair of Oregon Walks (Willamette Pedestrian Coalition).
Todd has co-authored numerous writings, including two chapters in the Routledge Handbook on Transportation, and presented as part of panel discussions on topics on transportation and housing at Rail~Volution and Big Small Live Large conferences.
